Jackson's Zoning Ordinance (1974, amended through December 2024) regulates 'Portable Storage Containers (POD)' in residential districts: in R-1 and R-2 the maximum is 130 square feet and 16 feet long, kept no more than 30 days, with a Building Permit Division permit from day 31 and a hard stop at 60 days in a calendar year unless a building permit is open (§202.130(b), §602.02.3, §602.05). A 20ft container is 160 sq ft, so it is not a POD under that rule — it is an accessory structure, which in R-1 must sit at least 60 ft back from the front lot line and 5 ft off the side and rear lines, on the opposite corner from the street on a corner lot (§602.02.3(8)). Belhaven and Belhaven Heights are a historic overlay with design review, and their guidelines put new outbuildings behind the house. The Department of Planning and Development (200 S.
